Along with the usual department reports and financials, Governor Neely summarizes the events surrounding the Vigilance Committee in San Francisco from May until November of the previous year. In an appendix (27 pages) the report reproduces correspondence and proclamations relating tot he events, including Neely's appeal to President Pierce for military aid and a lengthy opinion from the U.S. Attorney Genera as to why aid would not be forthcoming.
